With a 1.6 rocker it works out to .544 valve lift so if the shop that worked on the heads left the valve guides stock lenght then there won't be enough room between the retainer cap and the top of the guide for a valve seal and like I said before they have the wrong type of valve seal installed for those heads , it should be the metal jacket seal not a regular positive seal .

Not sure if he is iron head or aluminum but I had no problem running that lift with aluminum heads and beehive springs. Are the iron head guides different height?

Any time you go near .550 lift on any small block head you have to check clearance between the retainer and the top of the guide , it can be hit or miss on what works and what doesn't . The bee hive springs have a very shallow light weight retainer cap where most conventional springs the retainer is a much beefier design and more likely to make contact plus the banded positive seal is much thicker and has less give to it than a metal jacket seal [ I always check anything over .500 lift because all heads are a production piece and not very consistant ]
I've had heads come in that have had the valve guides worn right out of them just because someone put a set of 1.6 rockers on then and the retainers lightly touched the valve seals , [ If the rocker can't push the valve open any further then it will start to push it sideways ]
