Issue occurs once the engine has warmed up, about 2-3 minutes at idle. Items which have been replaced...

L98 (Rebuilt by Straightline)
Fuel Pump/Filter/Regulator
Bosch III Injectors
TPS
IAC
CTS
O2
Ignition Coil and Module
Plugs/Wires/Cap/Rotor
EGR
180 Thermostat

The ECM is not storing any codes. I have tried another ECM and a Hypertech PROM, no changes. The ground wires have been verified by myself using a Fluke multimeter. The catalytic converter is clear, no blockages. I have a Moates cable in transit.

Here is a short 30 second video of the surging at idle. Approx 13mb.

If the car is warmed up that means its in closed loop and controlled by the O2 sensors.

I see they are not on your new parts list, get some new ones from NGK.

You should also check for vacuum leaks, also check the EGR to see if its holding vacuum even new ones can be fubarred

The O2 sensor was replaced with a single wire NGK unit. It is possible the wire from the sensor to the ECM is faulty. I will verify the O2 readings when I get my hands on the Moates cable and pull some data from the ECM.

did you check the CTS?Did you reset the IAC (pintle) and the minimum air adjustment? I had a similar problem with my Caprice. Its possible that you might have the wrong sensor for the CTS.

I checked the resistance of the CTS, reading was 2.6K which is about 22 DegC. The IAC and minimum air were setup at Straightline, and I have not checked it.

Thanks for the input to this point, much appreciated.

Check for codes before shutting the key off. A lot of the older cars, OBD 1, will not store codes after the key is shut off.

Intake air leaks?
Could try spraying propane or quickstart (ether) on intake gaskets. Something may shift thermally cuaing the leak only when it heats up.
If you were in Ottawa I'd throw my scanner on it.

WinALDL data log from the ECM (idling in the garage).

The stock ECM 1227165 - http://home.cogeco.ca/~chriscannon/IROC ... 22_LOG.txt Communication going ON and OFF. Probably a bad ECM.
Replacement ECM 7165S - http://home.cogeco.ca/~chriscannon/IROC ... 39_LOG.txt Incorrect ECM replacement? (Part Source crap).

The 7165S ECM generates a PROM Error with the stock PROM and the Hypertech PROM. Perhaps WinALDL is not setup for the 7165S, I used the 1227165 setup.

Time to check the harness and pinouts. A stock know working ECM would be good too although I will only try it after checking the harness. You dont want to fry an ECM (or another)

To add, you can also try your ECM to another car to see if yours is good

I placed an order for a used ECM 16198259, it arrived this afternoon. I installed the unit, and ran the car for 15 minutes in the garage so it warmed up. The idle held steady at around 1K which is somewhat high, good news was no surging or flashing check engine lights. I will setup the minimum air and tweak the TPS on the weekend.

Fingers crossed...
